The atomic number is also the number of protons and electrons
eg: for Lithium the atomic number is 3 so the # of protons is 3. the number of electrons is 3 also because all elements are equal

can an alpha particle bond to something? i mean, in theory, if you slowed it down, maybe gave it one electron, so it became a He+ ion, it could bond covalently with a highly electronegative element, such as Fluorine?

and for those of you wondering about the properties of helium, it is inert, so far. and it is mostly found, i believe, in natural gas mines (though im not sure), and as a result of radioactive decay.
