Its not explosive, or poisonous, it was named either after the scientist who discovered it or the place it was discovered in, and its natural state is noble gas.

Neon is a gas at room temperature. Therefore, It would be rather difficult to "mine" as you would metals such as gold or silver. Neon is found by liquifying a sample of the atmosphere, then boiling it and capturing the gasses released.
